Since Gault, juvenile justice reform projects--and there have been many-- largely have ignored the question of effective assistance of counsel. The perfect storm of the Gault anniversary and the assessments, however, has inspired a wave of new initiatives aimed at increasing access to counsel and improving the quality of representation including the development and implementation of specialized practice standards for the juvenile defense bar.
