Outlines reform efforts in the fourth Model state, Washington, which focusing on bringing about change in three areas identified as already ripe for improvement: alternatives to formal processing and incarceration, reducing disproportionate minority contact, mental health and juvenile justice coordination. Additional work will focus on indigent defense and evidence-based practices. Identifies The Center for Children & Youth Justice as the state's lead entity.
