In addition to reporting data, states are required to submit an assessment of DMC to the Office of Juvenile Justice and Delinquency Prevention. This StateScan publication is the 7th in a series that distills important knowledge from NCJJ&amp;rsquo;s new Juvenile Justice Geography, Policy, Practice &amp;amp; Statistics website (&lt;a href="http://www.jjgps.org/"&gt;www.JJGPS.org&lt;/a&gt;).&amp;nbsp; &lt;br /&gt;&lt;br /&gt;The author organizes results from a national search for publicly available state-level sources for racial and ethnic fairness data. This publication outlines important details provided in the data, describes the importance of sharing this data publicly, and discusses the underlying obstacles to data collection. &lt;p&gt;At the same time, many juvenile justice officials find it difficult to discuss racial bias.&amp;nbsp; Avoidance, denial, and fear of being the object of accusations impede attempts at reform.&amp;nbsp; Moreover, despite decades of efforts to study and address disparities, few jurisdictions have implemented reforms with measurable impacts on youth of color.&lt;/p&gt;

Despite this&amp;nbsp;attention, the over-representation of minority youth at every stage of the juvenile justice&amp;nbsp;process persists with very little change. Although the juvenile crime rate is at one of its&amp;nbsp;lowest points in history and progress has been made in reducing overall juvenile&amp;nbsp;detention rates, youth of color continue to be disproportionately arrested, referred to&amp;nbsp;juvenile court, prosecuted, detained and sentenced to secure confinement compared to&amp;nbsp;their white peers.&lt;br /&gt;There is clear evidence of persistent over-representation of youth of color at each stage of&amp;nbsp;the juvenile justice system. &lt;p&gt;From a policymaking perspective, this lack&amp;nbsp;of information weakens our ability to assess&amp;nbsp;and improve the justice system&amp;rsquo;s response to&amp;nbsp;serious crime committed by young people.&amp;nbsp;How can we determine the impact of&lt;br /&gt;criminal penalties on young people if we&amp;nbsp;don&amp;rsquo;t understand what they know about the&amp;nbsp;law? How do we know if the judicial system&amp;nbsp;is doing a fair and effective job of holding&amp;nbsp;serious young offenders accountable if we&amp;nbsp;don&amp;rsquo;t question how this population&amp;nbsp;experiences the judicial process? How can&amp;nbsp;we understand the impact our correctional&amp;nbsp;system has on this population if we don&amp;rsquo;t&amp;nbsp;ask young prisoners to reflect on their&amp;nbsp;experience of incarceration?&lt;/p&gt;

After learning more about the problem, juvenile justice and school officials launched a pilot project to address fights and other incidents on campus using principles of balanced and restorative justice (BARJ). Once implemented, the low-cost interventions resulted in a 35 percent reduction in schoolbased referrals to detention for all youth, and a 43 percent reduction for African American youth.
