MacArthur Foundation and its grantees have developed a working framework for a model juvenile justice system.

Partners for Change

State and Local Partners

In each state in which Models for Change operates, funding and support to implement reform work is channeled to a variety of in-state grantees. The lead entity initially recruits and solicits proposals from these agencies and organizations, the Foundation approves and funds them, and the National Resource Bank provides them with advice and technical assistance. But Models for Change reform work in each state is ultimately carried out by people and groups who live there and have a vital stake in improving its juvenile justice system.

Models for Change works with and provides support and assistance to public agencies and organizations at the state level. It provides funding to private statewide advocacy groups as well. It partners with agencies and units of local government. And it provides direct support to demonstration sites modeling best practices in Models for Change states.
