In each state in which Models for Change works, an in-state organization serves as the local project coordinator or “lead entity.” Working with the Foundation and initiative-wide project coordinator, the lead entity oversees the strategic planning process with local grantees and stakeholders, develops the work plan for that state, identifies potential local grantees to help implement the work plan and assists them in the development of funding proposals, and monitors and manages the implementation work undertaken by national and local grantees. The lead entity is also responsible for ongoing trouble-shooting, ensuring that grantee resources are effectively used, maintaining relationships with key state and local leaders and groups, and collaborating with other reform initiatives in the state. The lead entity is assisted in these areas by the initiative-wide project coordinator.
The lead entity for the Pennsylvania Models for Change effort is the Philadelphia-based Juvenile Law Center.
In Illinois, the lead entity is the Civitas ChildLaw Center at the Loyola University of Chicago School of Law.
The lead entity in Louisiana is the Louisiana Board of Regents.
In Washington, the lead entity is the Center for Children and Youth Justice
