MacArthur Foundation and its grantees have developed a working framework for a model juvenile justice system.

Demonstration Sites

While Models for Change work in Pennsylvania is carried out statewide, pilot projects in eight counties are demonstrating best practices in aftercare, mental health-juvenile justice coordination, and addressing disproportionate minority contact:

  • Allegheny County (aftercare reform, disproportionate minority contact, mental health-juvenile justice coordination)
  • Berks County (disproportionate minority contact)
  • Cambria County (aftercare reform)
  • Chester County (mental health-juvenile justice coordination)
  • Erie County (mental health-juvenile justice coordination)
  • Philadelphia County (aftercare reform, disproportionate minority contact)
  • Lycoming County (aftercare reform)
  • York County (aftercare reform)

Much of the Illinois Models for Change work is also being conducted at the state level, but there are five demonstration sites involved in expanding community-based alternatives to formal processing and confinement:

  • Cook County
  • DuPage County
  • Ogle County
  • Peoria County
  • 2nd Judicial District

In Louisiana, local Models for Change work is taking place in five locations encompassing seven parishes:

  • Caddo
  • Calcasieu
  • Jefferson
  • Rapides
  • 16th Judicial District (St. Martin, Iberia, St. Mary)
