Commission reveals truth, recommendations should be adopted
Former Judges Michael T. Conahan and Mark A. Ciavarella naturally have been the focus of public attention for the perversion of justice in the Luzerne County court system.
Mr. Conahan has agreed to plead guilty and Mr. Ciavarella awaits trial on federal racketeering charges. They allegedly accepted $2.8 million in kickbacks from developers of private juvenile detention facilities as Mr. Ciavarella railroaded juveniles into detention, often at those centers.
