Congreso's vision is to provide a bilingual and culturally sensitive comprehensive network of services to support and empower residents to create positive solutions to challenges they face daily. As a holistic human service agency, Congreso offers a wide range of adult and youth services including: truancy intervention, out-of-school time youth development programs, workforce development, drug and alcohol counseling, housing counseling, health education, teen pregnancy prevention and intervention, maternal and child health programs, and HIV/AIDS services.
Congreso provides services in four main areas: Education, Employment, Family Support, and Health and Wellness. The agency employs over 300 staff and volunteers to provide more than 50 individual and family-oriented programs. The organization provided direct services to over 18,000 individuals and touched the lives of thousands more through outreach and education during fiscal year 2007.
Advocacy and Civic Engagement
Mission: Become a strong Latino voice in Pennsylvania, forwarding Congreso’s public policy priorities through local, state & federal coalitions and community participation. The Goals of the Advocacy and Civic Engagement division are:

Advocate: Generate positive outcomes for issues of concern specific to Latinos on local, state and federal levels of government.

Educate: Enhance knowledge, attitudes & behaviors of all stakeholders, for the improvement of the Latino community.

Mobilize: Empower Latino individuals and organizations to have their own voice with the end goal of improving Latino quality of life and generating action to influence change.
