About Models for Change

Leadership and Structure

Models for Change varies by design—according to the unique histories, conditions and needs in the states in which it seeks to stimulate and assist juvenile justice reform. But while strategies and targeted work areas may vary from state to state, the initiative’s leadership, structure, and partnerships for change are consistent and coordinated across states.

The MacArthur Foundation

The MacArthur Foundation provides oversight for the effort, sets policy, and has final decision-making responsibility regarding the initiative’s overall direction and the funding of site-based work.

Lead Entities

An in-state lead entity is selected by the Foundation to be the local project coordinator in each state. The lead entity directs the strategic planning process, develops the state work plan, and manages the effort within a given state.

State and Local Partners

In-state grantees, including state and local agencies, nonprofit organizations, demonstration sites, and others, receive funding and support to carry out the state work plan’s specific elements.

Technical Resource Center

A Technical Resource Center carries out activities across all state sites, including initiative-wide coordination, support for strategic planning, baseline measurement, technical assistance to lead entities, documentation of implementation, and tracking of progress towards outcomes.

National Resource Bank

A National Resource Bank of grantee organizations selected because of their juvenile justice knowledge and expertise provides consulting and technical assistance services to sites working to bring about change in the targeted areas.
